Aanbevolen literatuur over Cost Engineering
Jarenlang heeft DACE in samenwerking met uitgeverij Kluwer het 'Handboek Cost Engineering' verzorgd. Het handboek is vanaf 2006 niet meer leverbaar. Een deel van de inhoud van het handboek is nog wel beschikbaar op www.factomedia.nl.

The Forecasting Guidebook

Forecasting predicts views (technology, costs, schedule) of the future. It is conducted top-down using less detail (than estimating) when procurement needs and industrial environment have uncertainty and major risks present. Forecasting is used in early programme phases to predict likely budget needs and to compare potential solution options. A forecast cannot provide absolute costs or be “accurate” in the normal sense of that word and is unlikely to be used for contract price setting. A forecasting team includes experienced and trained cost analysts, has access to technology experts in the subject matter and starts its work by developing a Cost-Forecasting Plan. A standard Cost and Resource Breakdown Structure (CRBS), as detailed as possible, should be used, refining it as the forecast/estimate matures and the system becomes more defined. The CRBS ensures that no portions of the estimate are omitted and makes it easier to make comparisons to similar systems and programmes. Good practice is always to obtain predictions using at least two different methods. Methods to be considered include: Analogy Costing Method, Engineering-Build-up Costing Method, Expert Opinion (Delphi technique), Bayesian Methods and Parametric Costing Methods. This Guidebook emphasises the need for developing Cost Estimating Relationships (CER’s) and Schedule Estimating Relationship (SER’s) from statistical analysis of normalise data. Annexe G provides 14 pages of useful, well illustrated and practical hints on Schedule Risk Analysis by using statistical techniques. |
