Project Control Practices: A Comparative Analysis of Best Practices and Contractor Implementation at Bilfinger Projects -
Khan (Noor M.)
Noor M. Khan is a Proposal Manager for Large Projects at Bilfinger with extensive international experience in cost estimation, proposal management and commercial tendering. Having worked across the Netherlands and the Middle East, his experience combines technical, commercial and estimating perspectives within complex industrial project environments. Noor holds a bachelor’s degree in Materials Science & Engineering and has a particular professional interest in cost engineering and project controls, with a focus on improving estimating methodologies, cost predictability and the integration of estimating insights into project decision-making. -
Sparrenboom (Erwin)
Elwin Sparreboom is the co-founder of Prove Engineering and has spent almost 15 years in process and project engineering. After years of designing installations and managing projects, he decided he might as well work out what it all costs, too. As a DACE Certified Cost Engineer, he combines technical expertise with cost estimating, investment evaluation and cost control. His paper, ‘From Lang Factors to Football’, takes those skills into less familiar territory: the football transfer market. Swapping process equipment for players, he explores what cost engineering can tell us about the value of a footballer. Outside work, Elwin prefers calculating in watts rather than euros. A keen cyclist, he can regularly be found trying to improve his FTP, ideally on a bike whose purchase price he would rather not have to justify to a room full of cost engineers.
